On Oct. 17, 2019, Kresge’s Social Investment Practice Managing Director Aaron Seybert testified in front of the House Small Business Subcommittee on the effect Opportunity Zones investments could have on small businesses. This written testimony provides an overview of his comments and makes the case that three factors will limit the likelihood of investors finding valuable and effective uses of the Opportunity Zones incentives to support investment into small businesses.
