Due to a new law passed in July 2025, major changes are coming to the student loan system over the next two years, including loan repayment plans and other kinds of student support. In addition to this new law, two court decisions have temporarily blocked parts of the Saving on a Valuable Education (SAVE) Plan and other income-driven repayment (IDR) plans from taking effect, impacting borrowers’ rights to benefits.

The National Consumer Law Center (NCLC), a Kresge grantee leading the Student Loan Borrower Assistance Project, has developed a series of help videos and other resources to explain student loan borrowers’ repayment options amidst rapidly changing policies and funding. The Student Loan Toolkit explains the basics of the student loan system, how to assess individual student loan situations and options for managing student loan debt. While the Toolkit is addressed to student loan borrowers, it can also be used by financial counselors, legal aid attorneys and other advocates who work with people with student loan debt.
