The QLINE began as M-1 Rail, a nonprofit organization formed to lead the design, construction, and operation of a 3.3-mile circulating streetcar along Woodward Avenue in Detroit.

This report documents the $7 billion in investments that had been made or planned for 211 development projects on either side of the streetcar’s path between 2013-2017, when a $25 million federal grant sealed a unique public-private partnership to jump-start mass transit in a Detroit region that had long resisted it.
