Tim Delaney, National Council of Nonprofits Under his stewardship, NCN underwent a profound transformation, from a modest trade association into a dynamic network that champions, connects, and informs charitable nonprofits across North America, champions the vital role of nonprofits in our society, and enhances the health of our democracy. Transforming NCN into a Leading Network Under Tim’s stewardship, NCN underwent a profound evolution, expanding its membership across state lines and forging alliances that fortified the nonprofit sector’s collective voice. His strategic foresight and unwavering commitment propelled NCN to become the largest network of charitable nonprofits in North America, a testament to his vision for a more connected and empowered nonprofit community. Expanding Policy Influence and Advocacy Guided by Tim’s values-based leadership, NCN significantly expanded its policy footprint across all levels of government and across legislative, regulatory, and legal systems strengthening the health of the nonprofit sector. Tim spearheaded pivotal efforts, including securing crucial funding like the $50 billion in forgivable Paychecks Protection Program loans that preserved more than 6.2 million nonprofit jobs during the pandemic’s height, ensured countless nonprofits kept their doors open, and served their communities. Under Tim’s direction, NCN led legislative and regulatory campaigns to reform outdated government-nonprofit grantmaking processes. His advocacy resulted in landmark victories such as the OMB Uniform Guidance reforms, mandating fairer compensation for nonprofits and streamlined grant processes nationwide. These reforms promise billions annually in increased payments and savings, empowering nonprofits to serve their communities more effectively. Many of our grantee partners will see the benefits of this work yet again, as starting with the new federal fiscal year on Oct. 1, governments must pay nonprofits an increased de minimis rate of 15% for indirect costs (and more if the nonprofit has a federally negotiated rate). Governments also must simplify their grant seeking processes in ways designed to advance equity and overcome longstanding barriers that many organizations have faced in accessing federal funding opportunities. Tim’s steadfast advocacy also safeguarded nonprofit integrity. His leadership defending against partisan interference in nonprofit operations through proposed regulatory changes to the Johnson Amendment marked a critical fight for the health of the sector. Tim sought to influence critical Supreme Court decisions through amicus briefs, such as the need to exclude any citizenship questions from the 2020 census, ensuring fair representation and protection of nonprofit interests.
